We need a better way to deal with leaver/dc and trolls affecting elo

I love league and have been playing it for years. most of the time i just do it casually but here and there i make a push in ranked. My problem which sparked this is my recent placement matches. now not to blame everyone but me i have bad games to. But to start off my placement with a d/c in the first game and a troll who let us know he was going to troll us and proceeded to do so in second. Because of situations like this which are common not only does hardwork go out the window but we put many more skilled players in lower elo to stomp their way back up and wreck the experience of players who deserve to be in that rank and not facing players well ahead of them. Just like tribunal i feel that we should be able to submit a report if a game had leavers or afk etc that could be reviewed and determined if it should be loss forgiven or maybe reward some of the elo back. I don't want this to be applied to unskilled play or teams who fall apart due to arguments just events that give you no chance as a team to come back from it. So basically just leavers, afk and d/c. As for trolls maybe if found guilty 1/2 of the points take away from all other players instead are taken from him. insuring a quicker fall out of the league.
