@Riot how to make Cloud/Ocean Drake Viable

Cloud

1. Keep current Out of Combat Move Speed Buffs
2. Install the old move-speed buffs as "in combat move speed buffs"

That 1 simple change will put the could drake on par with Fire Drake as one of the best buffs in the game. Perceived strength of buff is just as much in play as actual strength of buff.

Ocean

1. Keep current out of combat heal/mana regen
2. install 33% of current heal/mana regen while in combat
3. put a timer on our bar that shows when the heal/mana regen is going to tick, so we can time engages.

Again, a very simple tweak makes this a hotly contested drake and a serious boon to anyone who is going to collect it.

All too often teams lose because junglers think the drakes aren't worth it anymore. The pokemon drake system actually made Bronze worse.
