I know this is a thing because it was a noob trap of a starting item for new players but that was basically solved with the different builds that show up when do/don't take smite.
This would also let people who forget smite to be completely gimped from jungle. And it could open up creativity like supports picking up trackers over sightstone as a cheaper alternative.
Actually, there's a major abuse cases for non junglers taking the items. Look at it this way. The items were so fucking strong at certain points that champs top lane would give up flash for smite to grab the cinderhulk, and ap ezreals would pass on an ignite or heal or whatever for smite to grab an item called runeglaive. Even the way jungle items are now, they can only be as strong as they are when gated by smite. Imagine vayne adc just grabbing that young bloodrazer for only 2k gold. Shit, it's so strong that on release vaynes actually DID trade heal for it.
Also, trackers is more expensive than sightstone, and gives less combat stats. Just saying.
Point being, jg items aren't limited to peeps with smite because of noobs. It's a trade off to allow the items to remain strong for only junglers.

That's not actually the main reason. The main reason why jungle items were changed to require smite is so that the jungle items could be made generally strong and cost-efficient without risking them being abused by laners. We have this because in the past, certain champions have taken jungle items into lane and done so well with them that it necessitated nerfing the item in general. It was a huge problem with spirit of the elder lizard and spirit of the spectral wraith.
The solution to the problem was to tie the items to smite. That way, we could make the items strong enough where junglers got a large enough stat boost from the items to allow them to fight other champions on an equal playing field without worrying about letting laners get access to the same generally strong item.
there is a reason that u cant buy jungle itema withou smite. Its been abused in the past and would be in the future as well. Remeber ezreal building the jungle item and was broken as fuck or top lane tanks buying cinderhulk b4 it was nerfed anyone being able to get them was broken as fuck and Riot for once did something right by at least requiring u to get smite in order to do it.
