Not getting key fragments?

Basically for the past month, maybe 2 I haven't received a key fragment, I've gotten the chests from playing champs and had to buy key frags but never gotten one from a game recently. I don't know if its bad luck but I haven't even gotten 1 of the 4 I'm limited to per month that I recall, I do well on champs I've already gotten chests with and ones I haven't, Get S's just to see if I can get lucky enough for a key frag drop. Haven't been lucky at all, am I the only one?
