What if Riot treated items similarly to champions?

I was reading through Ivern's reveal and noticed how they listed the things required in a jungler, camp clears, utility, etc and how they had to work around the mechanics with Ivern's passive to make a support jungler work.

What if Riot rebalanced or added items at a similar frequency (probably slower to avoid overloading the item pool) as champion reworks and releases, solving these problems with itemization rather than champion pool diversity? They've done it with Duskblade but only with large item reworks mostly. They definitely could've made an item for early game tanks and supports that deal low damage, or a support item that lets champions jungle when out of lane.

For example, a support item that gives less gold but increases exp: Syndra, Brand and Annie supports are now stronger, as they've relied on level power spikes early game and items late game.

Or a doran's item that works similarly to Luden's echo but only on minions, now low wave clear champions like LeBlanc and AP Ezreal can lane better in exchange for kill pressure (good luck being useful as LeBlanc if you go the easy way).

Or a late game item that does a DoT spell effect and builds out of haunting guise, but unlike Liandries it's to remove suishy targets over time rather than tanky targets, and unlike most mage items it's not for immediate burst damage. Now champions with reliable escapes have an item that specifically counters them, as they can escape half way through a combo and still be punished heavily if they engaged or tried to 1v1 someone who itemized against them specifically.

(keep in mind these are examples, I didn't really think about much when making them)

And it would take less time and be more effective: 1 support jungler item would allow many supports to jungle, while 1 support jungler champion would allow exactly 1 support to jungle. There's also no need to do much with lore, or make an entire kit, just 1 effect (leaving more time to worry about balance). However, it would be more dangerous if an item was broken on release, as it would affect multiple champions.
