Ah the late game Vayne OP problem. It's intentional. When she gets 3+ items you are not supposed to be able to win a 1v1 or often a 2v1 unless you can lock her down with CC. She has to get really close to deal her damage which is why she is allowed to deal so much true damage. If you do not have CC on your team you are on a clock to win the game before she become a beast. This is similar to having no CC for Master Yi, no CC for Yasuo, or no CC for Katarina. In the current meta filled with oppressive bullying mage supports like Zyra, and Malzahar she would be very very delayed in getting to late game because her laning phase would be hell.
