make quin e into a clarevoyance

he falls into the category with other champs like ashe who have one ability where it has very little affect on the game making them max out at level 15. upgrading your vision collector with no extra passive and quins e passive is near useless late game when upgraded because you going to try t burst someone down in bird form anyway so buff the vision part of it because that is near useless w.
