Riot, can we please stop making overloaded tanks?

It makes it pointless for anyone else to try to be tanky because those overloaded tanks get the items, runes, and masteries weakened so much that they're paper in comparison to the overloaded tanks.

%HP is NOT okay on tanks without significant trade-offs. It makes it so they deal significant damage while being absurdly tanky and having tons of utility.

All of the above tanks have significant survivability compared to every other tank, while also having significant damage without building any...while also being loaded with utility.

One of the ONLY tanks that's qualified to have %HP damage is because he lacks so much utility outside of his ult, which many other champs replicate on a lower CD or even on basic abilities.
