So its a begginig of a new mounth, will the hextech keys be easyer to earn in the beggining of the mounth?

Play Aram, they spam in ARAM
Your Hextech key fragment drop rate resets roughly every 30 days after your first, not on a specific date for everyone. There is no visual indication of when this is except that you start getting a lot of them again.
