PSA: Solo/Duo Queue is being delayed for various issues

Seen like 20 "WHY NO SOLOQ?!" threads so I figure I'd let you know it is being delayed intentionally because of the MMR match making fiasco that happened with Flex Queue. Its currently being tested on smaller servers like OCE.

Solo/Duo won't be rolling out in other regions for a few days. Given the issues we saw with Flex we want to make sure everything is behaving correctly before releasing it everywhere.
