Can Salvation give heal & shield power instead of mana regen?

The goal of these items is inter alia to give a better late game power. More mana regen at this stage of the game is superfluous. Plus, it misses the opportunity to give more of the stat all redemption buyers want. Heal & shield power is THE enchanter stat, and if Molten Edge gives AD; Deathcrown, AP and tank items, tank stats, why wouldn't Salvation give heal & shield power?
