Underleveled teammates

Why is it, that I get people in my teams, who aren't even level 30 yet?? This is not rare. In my last game for example, my mid was lvl.27 and jungler was lvl.26. Enemy team, who were all lvl.30 players, rekt us really badly, because our jungler and mid fed...

Before this game, someone dodged from champion selection, and based on their questions in the champ selection, I checked their profiles.. Two of them were lvl.27..

I had lvl.21 player as my adc few days ago, which was the lowest level player I have had in my teams.. We were rekt in that game. 😔

I have been playing League for years, so it would be REALLY nice to get at least full team of lvl.30 players...

I'm not saying, that lvl.21+ players can't play, but it's kinda obvious, that lvl.30 players have much more experience than lower level players. Especially since lvl.30 is highest level there is, and many people have been lvl.30 for years.

Because matchmaking only waits so long before it starts expanding its search for less appropriate members. You already mentioned why this is necessary; most players are already level 30. Matchmaking isn't going to wait 15 minutes to match sub-30 members with each other only, it would drive new players away in a heartbeat.

I recommend playing Ranked for the most accurate matchmaking, though, getting your Normals MMR/games played high will help avoid the lower level players.

Guessing it is one, or a combination of, two things.

A) You are quite low ranking for a lv 30. (Can't be bothered to check your ranking etc, just listing all possibilities that come to mind) As lv 30 is based of number of games played, not skill, while matchmaking is determined by the later then someone who was performing exceptionally below the standard for lv 30 players could get matched with people pre lv 30 because of that.

B) The pre level 30 players are quite skillful. While you level up faster the better you do smurfs, and people that are naturally good at games like LoL, can achieve the matchmaking to get paired with people around level 30. This is especially true when you consider that very few active accounts are pre level 30 in comparison to those that are lv 30. As such when an account pre level 30 is playing at the level of a lv 30 account there aren't enough other pre lv 30 accounts playing at the same level to ensure that matchmaking.

In general I would expect it is a combination of those two. Above average pre level 30 accounts tend to get matched with below average pre lv 30 accounts due to the fact that they play on a similar skill level and while there are enough pre level 30 accounts that fall into that category, you need truly substantial numbers of accounts to ensure excellent matchamking. As such they get matched with those on a similar skill level, which mostly consists of lv 30 accounts.

It is a case of they are either going to get matched vs accounts the same level, but overall much weaker players, have very long queue times, or get matched with lv 30 players on a similar skill level.

Hope that helps! Feel free to ask any clarification, bit busy so my responses might be slow.
