Trolls in Champion Select

Dear Riot I am quite honestly sick and tried of people trolling in champion select. I am not talking about people who are making unconventional pick. I am not even talking about people who are being rude disrespectful or other wise mean. I am talking about the people who intentionally have no other purpose then to disrupt everyone else's experience either because they are trolls or because they didn't get the role they wanted. I am talking about the people who despite the fact that the person above them called jungle picked vi and smite. say "sorry stealing jung" pick wukong, smite and instantly lock in leaving us descent player with a dilemma: either dodge loose lp wait 5 mins (or longer) and possibly risk getting banned for dodging, or to play it out at an unfair disadvantage inevitably loose loose more lp then the dodge but dont risk getting banned. There has to be a system by which a team can say : "this fool is a troll get him out of here". My suggestion is this: have a button that any player can click next to each summoners name. If a player clicks it have a vote (like surrendering) where the 3 remaining players (minus the one who called the vote and the one who is being voted on) can decide wether or not to kick the player. If a player is voted majority (2 v 1) to be a troll or otherwise unacceptable to the team they are sent to the back of the queue (as it they had just clicked the match me with teammates button) the rest of the room is put at the front of the queue (as if someone had dodge or left champion select). This way person who constantly troll this way will be caught in a no game limbo (constantly being kick out by their teams) and decent players aren't forced to suffer the constant bereavement which if we are being completely honest undermines the very idea of a ranking system. If players aren't ranked by their performance during fair games only then their rank is completely arbitrary and those at the top are potentially just luckier then those at the bottom
