Look at camille, zoe, darius and champs that are "in" meta. There is no such thing as outplay anymore. Meta champs has no counter if played right. It is only matter of your familiarity to those champions. It has been like this for long time but it is way too much now. picking zoe has already won you 70% of the game.

This game will never be balanced and riot does not have ability to fix things right.
