Kai'sa is pretty weak until she reaches two items, so a lot of teams are willing to let her through bans and pick something with a strong early game like 
. Sometimes a team wants her but doesn't get her first, so they try to match her with a late game pick like 
.
But yeah, it's a risky bet because you're sitting on a ticking time bomb. Kai'sa will dominate the late game unless she's hopelessly behind.
I wouldn't mind seeing Kai'sa banrates go up. Tbh, I'd rather see doublelift play

It's the tankiest ADC... i mean APC... i mean UberTank-like-buffed-AP/ADC.

This is Kaisa's worlds. Riot is aware that is why she wasn't nerfed before hand. They might even give her he victorious skin while we are at it.
They shouldn't have released that BS in the first place. A burst of speed, AoE dmg, invisibility, super-long lerp with a barrier,... Just stop with these kinds of champions already... [sg-shisa]
She's at 73% presence actually. The only champions at 100% are Aatrox and Urgot. She's pretty high up there, but she's not at 100%.
Because her winrate is low and that's seemingly all they care about right now.
I think the most broken thing about Kai'sa is the fact that she can build whatever she wants and not lose anything from doing so,otherwise her kit its pretty alright

I think something every one is forgetting is that if you nerf kai’sa another champ will just take her place as the 100% pick/ban champ it’s how the game works what ever is strongest next becomes what everyone will want
