After playing a terrible game where she ran up mid I have to play another with her? If I report someone I shouldnt be put into matchmaking with them again. I quit the second game and I will get punished for leaving. Such BS.

I want to be #1? REPORT/IGNORE ALL OF CHALLENGER
What if blocking someone only prevented them from being placed in your next game? and they had to be in your last game to get "blocked"
Got the same problem, getting matched sometimes 5 times in a row with someone i reported 5 times in a row.... Then there are the "but duuuuhuuude, i am challenjour, imagine me ignore all!" ye, just don't let me play the next 5 rounds with them and I'm fine, or place him in enemy team. Then there are the "but duuuuhuuuude just wait 5 minutes, do not start another gaaahame!". You can do that, but still, it is purely retarded to get matched with these guys in the very next round again.
Anyway, you will get flamed here because you don't want to play another round with a troll :3

If you report someone for verbal abuse or they are trolling you should not have to play with them again. Look at the person profile, they have been trolling games for a few days and they are still not banned. I would bet they have a few hundred reports too. The system is broken. fortunately I did not get a warning for leaving the game. They went 0/30 on the game I left. Another option would be to allow us to surrender after one minute if things like this happen.
