I'll keep it simple, since this idea was conceived by someone, somewhere, from a long since forgotten time, who foresaw this very issue (╯◕_◕)╯ and decided to help us with this great undertaking for those whom would one day seek to fly alongside Demacia's Wings in Razgriz formation no less (brb convinced myself to find a One For All Valor vid....... :().

Also, it wouldn't be as bad as most people make out tbh, comparing them to Nid/Elise who don't share cooldowns or even use mana in one form whilst also having unique abilities which would typically generate such a problem that ultimately resulted in the creation of Gnar. Nah, it's manageable if done right imo. People generally think about the worst-case scenario, therefore rather than dropping it like a bomb, here's a case being made whilst trying to keep it balanced - although i'm sure there will still be some who take a glance at the title, barely understood what was proposed and then insta-neg lol.

Cutting to it, all it really requires is some means of gating the main bonus effects on Quinn's ultimate currently available on live servers i.e. the movement speed and the Skystrike.

=======STEP UNO: Basically you take all the bonus effects off the ultimate, so switching back and forth was seamless and gives no bonus effects thus dropping the cooldown to ~6-3s and usable at level 1. Cooldowns and mana costs are shared as usual, only slight variations on mechanics whilst ignoring unit collision same as live. Simple, right?

=======STEP DEUX: Then throw in a counter when playing as Quinn, so whilst Valor is "resting" this counter charges up stacks over time at the rate of 1 stack per second up to 100 maximum stacks.

Note: This would give it an effective cooldown of 100s for maximum effect imitating her current live cooldown roughly around rank 2, more on this below.

=======**STEP SAN: ** On switching to Valor, if you have gained sufficient stacks, Valor gains the following bonus effects -

Flight: 30+ stacks (minimum threshold) Valor rapidly consumes stacks in exchange for bonus movement speed granting 0.1/0.2/0.3/0.4% bonus movement speed per Flight stack (max 10/20/30/40%) and consumes 5 stacks per second whilst playing as Valor. If having not taken or dealt damage in the last 2 seconds, this bonus is doubled for the remainder of it's duration. Reactivate this ability to switch back to Quinn, losing any remaining bonus movement speed but halting stack consumption.

Skystrike: 100 stacks (maximum stacks reached) Skystrike is enabled the next time Valor swaps back to Quinn.

In short, gain movement speed as Valor if rested enough with it lasting up to a maximum of 20 seconds with a non-decaying movement speed (based on stacks upon activation) which doubles when not in combat like the current version of the ultimate. If reached maximum stack threshold though (as in Quinn waited 100s without using Valor), then Skystrike becomes available for use. This would also offer a choice of whether to use Valor sooner without Skystrike for a short boost of movement speed whilst simultaneously extending the cooldown till Skystrike is usable, or wait it out and not use Valor for the tradional ultimate so that it would be practically indistinguishable from the live version. These changes would simply offer greater flexiblity utilizing her current mechanics with the ability to use a cruise-speed Valor.

Bam. You may now spread your wings and soar till your heart's content! xP
