Ekko pbe changes

Z-Drive Resonance (Passive) Lock out on same target increased to 6 seconds from 3 seconds.

6 seconds? i know tank ekko is busted but still,i found the most succes with ap ekko building 40% cdr just so i can keep up with the other mages mid-late in terms of dmg,since i cant really burst anyone if they are decent at the game,and you nerf his passive so i cant do that anymore which means theres no reason to pick ekko over someone like fizz who can do 70% of some squishy health every 5 sec
