CDR is in a problematic state
Remember when 40-45% cdr was a late-game stat? Something to be built towards for those that scale off cdr? Remember when not every item gave 10-20% cdr? In several cases the cdr stat on items becomes a waste due to champions already having max cdr by their 3rd item, it's quite redonkulous tbh.
I said this when they implemented it (I believe it was in the time of class updates) and I will keep saying it: cdr is way to prevalent in the game and needs to be toned down
It's not necessarily a game-breaking issue. This isn't some Kassawin situation or as important as keeping powercreep in check or anything like that, but it's an annoyance. CDR has lost it's identity and isn't meaningful anymore because it's so easy to build, and I feel as though cdr in the game needs to be addressed.
If you have to adjust items to compensate for lowering/removing their cdr stat then fine, at least the league of spell spam will be fixed.
