Introduce more severe consequences for dodging games.

So today I've spent a grand total of about an hour queuing up to get into about 3 matches, why? Not because of my role, not because of my division.

Because of people getting halfway through the pick/ban phase and deciding, NOPE, CYA! When this does happen, and when it happens in streaks it gets extremely frustrating, even more so after all that waiting and when you finally get into a game and it's a remake.

Introduce something more severe, because the current system obviously isn't working because it's happens so damn often.
