How much honor does one need to get a ribbon?

like seriusly, I've got a lot of Honorable Rival and meh, nothing, only low level players got the ribbon... Could you instead allow us to buy it with honor points? or to buy different ribbons with honor points or something? It is very random the way it is right now.
