Some cool udyr change

What if Udyr had a minigame attached to his passive, like kill certain number of jungle / epic monsters, minions or maybe even champions, to get the last two level ups to max out the 4th stance that is usually left at rank 3. Current udyr, is really weird as jack of all trades master of none champion and this would make him unique in a sense to be the only champion to reach level 20. I was really excited for the pbe changes but they got reverted, I just want him to be viable and unique, and not be a worse version of shyvanna/ yi/ xin. Thoughts?
