Hotfix in some jungle nerfs already riot

Like seriously, its way too oppressive to play against and everyone knows how overpowered it is right now but riot is taking the turtle approach towards it (just like how it takes 3 months for them to even consider nerfing syndra since worlds).

Balance team needs to be more proactive rather than waiting half a season to fix obvious issues.
