Kalista's balance of power

I've played Kalista a bit, even though I'm not the best adc, and my friends have played her too. As someone who likes to design champions, I try to look at the new champions that are released and see what riot has done to make them good.

But there was something that felt really glaringly wrong with Kalista - The balance of power completely hangs on her q. You hit someone with their spear - they get chunked. Now you're ready to follow up with that awesome spear-ripping thing, and... it's like a flea breathing on them.

Rend and spear stacking seems to be a much more interesting mechanic than simply hitting someone with a spear, yet it does so much less. The only thing that's useful for it is the slow, which is okay as it is.

The only thing that separates Kalista's Q from the "Q - deal damage, short cooldown" is the mechanic where if you pierce an enemy then all of the spears on them carry over to the next target. But this is hardly rewarding at all, as even if you somehow did manage to get 2 or 3 spears in a minion and then land the Q on a champion behind it, the Q would still completely outdamage the follow up E.

When I saw Kalista's skills, I had imagined it to be a short cooldown Q that did low damage, making use of her passive and allowing her to stack spears through minions, then the E being the thing that brought the damage, like twitch's E but usable with various numbers of spears for different situations.

Seeing other champions' designs and other parts of Kalista's design, I'm usually confident that Riot thinks about each aspect of a champion. So does anyone have any idea what the reason behind this decision was?

You do know that her auto-attacks apply spears to the target, right? Try Rending a target after you've hit them with 5-8 auto-attacks. Kallista can actually out-damage Smite when she uses Rend on Dragon or Baron after an extended fight.

If there's one part of her kit that feels off to me, it's the Q. I find it relatively useless compared to her other abilities, honestly.

Without Q she'd have no waveclear with average range which is a pretty significant drawback to an ADC. Thing is Q requires the minions to get softened up first by autos or a teammate's waveclear skill so it will kill and pierce through. Think of a support teammate like Lulu or Zyra or Karma to assist with that. Everyone wants to pair her up with tanky engage as if to synergize with her ult but to be honest unless it's Leona it's just not that great of an ult. Besides I find it hilariously more fun to pull teammates out of harm's way than to try to force a play with it.

You can't trade directly as Kalista and win because you lack burst or excessive range. The only way to win lane is through minion pressure/harass and excellent utilization of the stack pierce through mechanic. Or very solid CC support and all in, Kalista lacks burst though. TBH playing Kalista effectively and viably is a very intricate affair, she's tricky to lane with and does not scale as well as most carries.

I've only played her twice since her release though, but I'm interested in experimenting with her seriously despite her winrate. Seems like figuring out how to use her kit and lane with her is like a puzzle.

I'm feeling her Q isn't on a short cooldown because it procs her passive. I'm assuming you mean short as something thats kinda spammy similar to Karthus' Q as a basis for my analysis on this. Anyways, as her Q procs her passive, she would be able to basically have her dash whenever she wanted, making her even MORE mobile then she already is, which would be a problem.
