Never thought the purpose of bans was to decimate the champion pool, always thought of it more as a means to even out the pick/ban phase so picks/bans doesn't clearly favor first pick.
Also: the amount of time it takes to master a champion hasn't really changed with more champions being introduced, which allows more bans some serious punch when target-banning a specific player. You'd also increase the likelyhood some poor schmuck is completely banned-out by accident.
More bans would also mean a longer pick/ban phase, where 2 more means up to 60 more seconds (bringing pick/bans max duration from 8 minutes to 9).
And finally: more bans could easily change a lot of champions from being 1 of 15 common bans that's playable every now and then to a champion that's just 100% banned all the time, every time. In the case of balance actually being pretty close: adding more bans essentially screws over a portion of the player-base by barring their favorite pick from ranked at random due to how the community is feeling. And it's worth mentioning: the community is full of a lot of people with questionable decision-making skills.
