Duskblade fix pls

is quite a good item in concept, but it's use is so limited by the fact that if you hit any champ it will just immediatly apply and run into cooldown, most of the times doing nothing, the problem is not the ability it has on itself, the problem is that it is a PASSIVE, and due to it's nature you can't actually choose when you are going to proc it unless the opportunity comes to you, many times it will be wasted.

I just want it to be in a better spot, so; Can we change it's passive into an active?

Pros: we have the ability to choose the moment to use it, instead of being at the mercy of luck, I know that by doing so you would have to add cooldown to it but Im ok with that.
