A New Defensive item?

So I was basically just making and changing up my item set builds on some champs and I thought to myself "why not have a Defensive item that reduces crit chance?" It could be an AoE debuff like that reduce the crit chance of champs base off their ad or hp or a flat % rate. it was just random idea that just popped in my head.
