Why doesn't electrocute proc from ludens?

Thunderlords decree would proc from ludens and gave mages a powerful burst combo that could deal with adcs, because electrocute doesnt it is almost useless for every mage. I feel like electrocute should proc from ludens the same way thunderlords did. Even ignite procs electrocute ffs
