New a cull/qss

I know ap have hourglass but sometimes its just not the best to build so mayb something ap to build from the qss would b helpful for time hourglass isn't needed. Also like a cull item for ap mages to help the get t there power spikes faster like ryze swain and so on I think thoughs would b gr8 additions to the game
