Why is Blue Essence so hard to get for new players??

I really want new champs to be added to my champ pool to play them and what not. But its nearly impossible to get B.E. to unlock champs and levels for the champs. Events and first day of the win gives out so little as well.... Riot please help the needy. I dont want to buy rp just to get champs... [sg-janna]
