The tank class update wasn't big enough

Whereas the other class updates where often failures because champions who received slight changes weren't touched up enough and those who received big changes ended up too strong, this one simply increased the detrimental effect of the first issue by not updating most of the class.

And so we see a problem that Zac, Sejuani, and Maokai are perfectly fine, since they're junglers and the main armor item changes don't effect them until mid-game when tanks are their strongest.

But top-lane tanks were completely screwed by the nerfs to the only armor+health options, since none of them were adjusted to compensate.

It makes sense that they didn't want to make an entire class overpowered, like they have with every update so far, but if they were only going to touch on jungle tanks then they should only have touched on Cinderhulk.
