Why can't Mordekaiser get Rift Herald Ghost?

I mean if you want to be equal it would be a grea thign for Solo lane Kaisers out there. Given that if you play him "adc" you will most likely get dragon, if you play him top or mid or even jungle you run out of options when you are on that side of the map.

It's a much different ghost as well, Slow moving, melee.

I don't think it would be game breaking, if getting a Ranged Massive Dragon with huge dmg is okay
