Is this the new ranking system? If so Rito needs to do something about this

I got into my promos for gold 4, and i get two people on my team who have never played a ranked match before, and of course they fed their lane within ten minutes into the game. What is this new fucking ranking system? I miss last year when i could go into a game not having to worry so muc. Plz fix this
