People need a new armor/dmg item and a new buildpath for Brutalizer

Because making such an item without making it buy-or-lose tier for bruisers is difficult.

AD + Armor is fine

AD + Armor + CDR + Arpen is not fine that would basically end up with the Abyssal Scepter problem where the counter to Abyssal is Abyssal

Considering how lazy/high some Riot devs are, when it comes to reworking/adding new stuff I'd say.. Give them few months to notice the problem, then few more months for them to do something about it.. aaand then few more months to fix it from being too OP/UP.

But seriously. Some items are so easy to make them viable (a.k.a pickrate higher than 0,1%), but Riot just simply ignores it.

Lastly, like 99,9% of G&B threats are useless. Not that they are bad.. Just simply ignored.

As Anonagon stated, you'd end up with a problem where the counter to the item is the item itself. The enemy built Armor, AD, and AR Pen with one item? Well I can counter AD with armor and armor with AR Pen, and get more damage with AD. Therefore I should build the same item. It's the same reason why Abyssal is being reworked.
