QoL Matchmaking with reported teammates

Had a game yesterday where our "support" claimed he was playing off-meta support kassadin taking flash and TP and went 0-6. I reported him for int and whether he was really trolling or not, only Talos knows. However, that same useless guy was put in my next match. Luckily League force restart for update. Then again he was put in my que again the next day picking Kass support with TP forcing me to dodge. This isn't diamond where the player pool is limited, this is silver, we have players to spare. I get you won't ban stupid picks because "got to protect off-meta players" but stop repeatedly putting the same reported players in my matches over and over.
