Imo, No. Has to consisntently be in AA range to do anything.

Noc can easily farm under tower, and he can out trade most AA champs cause of fear and spell shield to block any CC abilities.

But as said, hes mana hungry, you can only do that 1-2 times, no escapes, no quick CC, no ranged abilities to harass with.

Noc is really good top. Some are saying you can only use his full combo to trade like two times in lane before running out of mana, the thing is you only need 1 or 2 times. They should die if they trade with you and you use your spell shield properly. I like going essence reaver first item if I have a good lead
