Theorycrafting: Tank/Off-tank Annie?

So, as everyone should know, Annie has been reworked on PBE.

Annie has very high base damages: Q: 80 / 115 / 150 / 185 / 220 W: 70 / 115 / 160 / 205 / 250 E: 20 / 30 / 40 / 50 / 60 R: 150 / 275 / 400

E has been reworked to reduce 40% damage at rank 5, for comparison, Alistar's ultimate reduces 70% and Maokai's 20%.

With 40% cdr E is at 6s cooldown and it lasts for 3s, so in a fight Annie will be taking reduced damage half of the time.

With very high base damages, utility, awesome engage/peel I feel like tank Annie will be extremely good when she's released.

I'm thinking of this build
