I do not understand why Rageblade is not getting hotfixed

We have had balance hotfixes for less, but the item right now is obscenely overtuned, especially in combination with Sated users who are already a total pain to play against - on top of the fact that these champs are extremly snowbally. Tank Yi with equally brutal damage output as normal yi? Only possible with rageblade. Xin Zhao going completly bonkers? Rageblade. And those are only the two who I have noticed the most...
