Rylai 6.24 changes - who does it punish / benefit
I dont fully understand the intent behind the rylais changes last patch. They want to stop "all" mages using it but who is it now made for?

Supports who can make use of Rylais gained the biggest benefit by being able to reach the completed item faster. 
probably gained the most from it.
Anyone with a DoT gets a benifit. Everyone else gets hurt. Taliyah got hit the hardest.
I really hate mages but even I think rylais was hit with too large of a nerf. They should've nerfed it in smaller segments instead of cutting the slow by half. What it really hurt is champions that rylai on it so heavily in their kit like Vladimir.
