Matchmaking has major problems

I'm lvl 16, not the best but not the worst. for some reason i keep getting set up with lvl 5's who are playing for the first time against lvl15-20's. how is this evenly matched?! This is starting to really piss me off. i always wind up loosing cause the enemy team gets fed so early. I got set up with some people who were brand new against intermediate bots, and they died 9 times within the first 8 mins.... Pleas riot, fix this so i can play with people my lvl and actually progress and get better.
