This game has some strange things but in recent times the thing that sticks out the most in my mind is that there's a lot of confusion between ADs and APs in relation to build potential and I think the issue is that riot has simply divided champions into too many categories.

You have melee ADs, ranged ADs, melee APs and ranged APs, and then there are the champions who aren't actually AD or AP just kind of floating in between, you know the ones I'm talking about the health based champs, the armor based champs and so on. My point is the reason why there's so much weirdness in builds is because in addition to champions having different abilities, and items having different abilities, there are also weird categories for scaling. So here's my suggestion, take away mana completely, change every champion that uses mana to a energy based system instead and divide champions evenly into 2 very clear categories.

Melee or Ranged. All the items will add stats based on those 2 principles and those 2 principles alone. Sure there will still be abilities via item but they'll be geared more towards movement speed and what not.
