Can Azir be disabled until he's not an auto-loss for whatever team he is on?

Azir Is not a fucking auto loss for whatever team he is on. Fact is, he's probably the most difficult champion to learn, and hasn't really been out long enough for people to adapt to him.

Secondly he isn't designed to be an early game power like Ahri as a mid laner, he's a late game carry if you do it right. Until then, his purpose is to bully his lane and turret clear. until it's safe to roam and he's got at least three full items built. At which point he actually becomes a massive power.

I'm sorry you've had shit luck with your Azir experiences, but don't just assume that he's the reason for a team losing.

If they disabled him, then he would ALWAYS be an "auto loss" because nobody would freakin' get to learn how he works, and as said before, he isn't auto loss, just hard to learn. If they had disabled Orianna when she came out because she was hard to learn, then she wouldn't have ever become such a strong pick. Give Azir a chance and people will get good at him, just like they are getting better at Gnar.
