Nerf ryze into the gound

So imagine going 5/0/3 in lane as adc senna, being up 40 cs on your opposing lanes and in the top lane is a Aatrox vs Ryze somehow the Aatrox is dumpstering the Ryze, winning 4/3 (deaths due to 1v2 ganks), the Ryze finishes the game on boots just finished his Zonyas and seraphs now look at the dmg chart of this match, as a fed senna with decent peel from my team mates i was doing 13.2k dmg in the match highest on my team, the ryze who lost lane was down 70 cs and had two less items than me did double my dmg in the game by walking up and pressing E Q then maybe W if u weren't dead already. so Riot by your logic if i have two more items than him my W Q senna combo should one shot everyone in the game if im that fed ? so why does it only do 20% hp ? and I do not get full healed from it and i do not get move speed or a shield ? either nerf his dmg scaling into the ground or get rid of him completely until you can figure something out
