Can Riot really make their own decision(probably the reason why they can't make good changes free)

Ever wonder why riot games never listens to boards? Well I can try to explain why. Okay. So when you complain about something then you state all that you hate about a thing right? But you see Riot games has many servers so logic dictates they can't change anything unless they wanna change all the servers.(patches affect all servers) There isn't a master lol server all of them are under control by tencent and can't listen to any of the community. Like for example if riot makes something designed this is probably the same message that will be said in other servers! They can't change anything because it would affect all servers so you see they won't listen to your feedback.

They can't say ok we will make a global patch fixes issues players are having since there are like 6+ servers. Bugs in the game are probably shared to tencent and they give them permission to fix it.

So in general you may complain about something but someone else is also complaining about it in russia server with false hopes of it being repaired.

Guys you need to remove conqueror ranged attack refresh and up its damage a tiny bit, i'm not asking for a revert just want the melee benefit of having conqueror. Ranged people take it and have the exact same benefits as if i am garen taking it. This is wrong and needs to be changed. Dark harvest used to be a melee friendly rune that worked with good high sustain junglers then it was karthus friendly. Please fix conqueror and make it not refresh with abilities of ranged champs and Autos. I keep seeing melee get abused and this is not good for the game.
