@Riot Bard's W doesn't need a lower mana cost. It needs to heal for more.

Bard's mana costs do not matter. His chimes more than make up for his mana costs. Even in the early game the chimes give you 75-ish mana. Make the heal scale off of chimes and he'll be fine. That being said, I will take the buff you are giving him.
