Resolving Devourer Woes

I think a resolution to players both using and playing against users of Devourer might be to simply make the on hit (not that sated phantom hit) effect to be weaker when not around other allies. This would reduce the dueling capability, bringing the champs who abuse it's strength down a bit (because most of them are already good duelists anyhow without the item) and also remove the issue of devourer junglers often only split pushing all game because they don't see a need to group with the team.

I think we have all had that devourer jungler who just afk farms then splits the rest of the game when you could really use their strength in a teamfight, it's terribly annoying and very often ends with your team losing. On the other end of the spectrum you have those times where you run into someone who should be squishy enough to duel but simply hits 3 times more frequently because of the devourer and harder because of it's on hit effect so you can't even duel them in your own jungle and just have to run away (I mean die in 1.3 seconds).

The subtle shift in how much damage is applied when not near allies would help with the power curve against players while still being full strength in teamfights (where it's damage needs to be strong).
