How does this keep happening?

Does anyone at Riot actually THINK of the repercussions of changes? How was this abomination allowed to exist without someone saying, "Hey, this might be insanely broken." It seems like Riot is relying on the community to do their job for them, instead of taking the necessary steps to balance the game. Everything released for I don't know how long has been imbalanced, broken, and without decent consideration for the state of the game. Instead of applying a bit of forethought, they dump whatever absurd idea they have on live.
