Jayce super viable now?

Haven't played new patch yet, but everyone talking about marksman being everywhere and ad assassins, ap champs useless, tanks useless, etc. This mean I can start spamming Jayce top and not caring about tanks? Or do the new ad items not help him out much like other ad characters?
