Dodging in draft pick should correlate with time spent

For example, dodging when only a champion or two has been picked, maybe 2-5 minute ban. Nearing the final selection like 6-10 champs chosen, 30-60 minutes. I hate blind pick but draft queue is cancerous sometimes.
