Let Kled choose when to W, but cut his HP in exchange

It's not even much of a cost, really. Considering he has the highest HP in the game, even beating the next runner-up by almost 500. Cutting it to a normal level seems perfectly reasonable in exchange for taking away the worst aspect of his kit. Really, the worst part of any champoin's kit.

No one else has to blow their strongest offensive ability attempting to farm. There's just no precedent for it at all.

It'd be a huge QoL change, and the health reduction would open them up to adjusting the rest of his kit, too.
